New offices for the Penarth Local Board were opened in 1891.

The design was prepared by Mr Court, the surveyor to the Board, and entrusted to an architect, Havelock Cornish, to implement. 

​

The furnishings included a 10cwt safe.  The style was described as Renaissance.
